The problem

Grant funding is a common funding option for government to support key policy objectives. Government grants amounted to £113 billion in 2018 to 2019. The Cabinet Office’s Grants Management Function works to maximise all grant outcomes and minimise risk, delivering the greatest benefit to the economy and citizens. Manual initial due diligence checks on government grant applications can take at least 2 hours per application. This increases the risk of fraud, both pre- and post-award. It also slows down the decision-making process.

The solution

We helped the Cabinet Office’s Grants Management Function develop Spotlight, an online automated due diligence tool. This complements existing pre-and post-award checks and highlights areas of risk to inform grant-making decisions. Spotlight speeds up initial pre-award checks by processing thousands of applications in minutes. Working on 2 separate Spotlight-related projects at the same time, we provided strategic thought-leadership, content design, service design and UX design. We also developed video, banners and marketing brochures for Spotlight. We often worked against tight deadlines, as key workers on the UK government’s Brexit preparations and Covid-19 response.

The result

Downing Street hailed Spotlight as a star performer in the government’s Covid-19 response. The tool saves time, improves decision-making and reduces the risk of fraud. Spotlight is available across all government departments and arm’s-length bodies. We also pitched strategic thought-leadership for Spotlight to a panel chaired by Sir John Manzoni, former chief executive of the civil service and Permanent Secretary of the Cabinet Office, as part of a hackathon for the project. Our pitch was awarded the Game-Changer trophy.
